Richard J Loa has worked as an attorney since 1977 when he worked for Legal Services Corporation in Corpus Christi, Texas. Upon returning to Los Angeles he engaged in private practice from 1977 through 1989 when he began to practice public law. Richard has worked for the County of Los Angeles in Lancaster since 1989, with service for the Schwarzenegger administration in Sacramento from 2004 to 2008 and as staff counsel for the Department of Consumer Affairs until January 31, 2010. Richard and Vera returned to Palmdale in February and opened the law office in Lancaster in March, 2010.
Since 1974 Richard has also held a California real estate broker's license. He is the corporate broker for Madigan Real Estate in Lancaster, CA. Throughout his career Richard has assisted hundreds of families in purchasing single-family residences in the Antelope Valley.
He is a staunch supporter of law enforcement and is a member of the Palmdale Sheriff's Boosters and the Foot Printers Association, both law enforcement support groups. The Association of Los Angeles Deputy Sheriffs and the Professional Peace Officers Association have recognized Richard's support for law enforcement.
Richard Loa was elected to the Palmdale City Council in 2001. He served with distinction on the city council until 2005 when he was appointed by Governor Arnold Schwarzenegger to serve on the Committee for the Board of Prison Terms.
As appointee of the Governor Richard also served as Assistant Director to the Housing and Community Development Department. He also served on Staff Council for the Department of Consumer Affairs as the counsel to Barbering and Cosmetology Board and to the Fiduciaries Bureau.
After his service to the State of California, Richard returned to Palmdale, CA with his family and resumed the practice of law in Lancaster, Palmdale and surrounding areas.
Richard represented the Palmdale City Council as a delegate for the Antelope Valley Air Quality Management District, the Antelope Valley Emergency Management Council, the Antelope Valley Regional Anti-Crime Committee and the U.S./Mexico Sister Cities Association. He is an alternate delegate for Los Angeles Sanitation District Number 20.
Richard received a bachelor of arts degree from California State University Northridge in 1973. He graduated with a Juris Doctor degree from UCLA Law School in 1976 and is licensed to practice law in California and Texas.
Loa and his wife Vera have two daughters Angelica and Becky and two sons Ricky and Jesse.
